Create a tool tip window and integrate with [login to view URL]

This is a fairly straight forward project but interesting. Here is the goal -
When a user clicks a text link on our website (what's this?), the following should happen;
1. Relevant content is obtained from our helpjuice FAQ's via their api
2. Content is displayed inside a popup that has the [url removed, login to view] look and feel
3. User can leave a reply that creates a message in our [url removed, login to view] account
We only require the script and code to be created for one of our links, we can handle the rest. This needs to be completed quickly so please don't bid unless you have demonstrable experience with API's and Javascript.
I will provide more info to contractors of interest.
