Customize a static HTML template for my site

I have a HTML static template, which I want to customize for my own site (no database).

The template is already fully responsive and using bootstrap.

❖ What is needed:

- Customize design elements in template

- Insert the content - provided by PPT file

- Add a twin section of the site for a second language

- Make common parts (header, global menu, footer, etc.) load by php (using include() function) in all pages.

❖ Bidding requirements:

- Extensive experience /expert in HTML, CSS5, Bootstrap, Javascript

- Basic PHP knowledge

Small tasks, to be discussed and done one by one.
