Clean up JavaScript Navigation

Go to [login to view URL] and look at the navigation on the left side. It works, but needs to be cleaned up so that 1) the menu does not "flash" each time a page is loaded, and 2) the full menu item is clickable (not just the text of the menu item).
The navigation that needs work is actually "inside" the site, not on the site's home page. So, once you open the home page, click on the link to About The Center and then look at the navigation menu on the left side of the page that opens up. That's the navigation menu that needs work. Thanks.
