Create an OpenCV Facial Recognition Mobile App and Web Site

First of all you must have OpenCV or Facial Detection and Recognition for this project. PLEASE READ IN DETAIL WHAT IS REQUIRED.
I am looking someone to create a WEBSITE and complimentary MOBILE APP (IOS, Android) that would be able to recognize uploaded pictures. Features include search, detection, recognition, templating based on the upload pictures. This must be Within a Social Networking framework. This means all feature of a Social Networking Site will be part of the app. The app will need to use RESTful APIs within the various layers. The app must connect to other Social Networking site like Facebook, twitter etc. Facial Recognition library can be any open source face recognition library like OpenCV. The individual must be fluent in English have good knowledge of OpenCV, C/C++, jquery and node.js, must be able to document the application with very good detail. This is a low budget application for a proof of concept. Thanks

I can write this program for android emulator in linux using opencv. I used opencv for several years. This price is for android app only not included extra work which maybe needed for server and others.
