Web app to iOS - repost

We currently have a web application built in php and we now require an iOS application to go with it. The app will include about 5 sections: Case management, calender, inspections, contractor database and login screen.
This app will need to connect to our web app to extract and upload data including text, images (via camera and library), video (via camera & library) - and if possible document upload via camera/pdf conversion.
One key point is that we would want the iOS app to work online with the web app when there is an internet connection, and offline when there is none, ie. underground - then sync with the web app when internet connection is restored. This is very important.
To be configured for iPhone & iPad - with ability to expand the system for other functions.
