iPhone AND Android "webview"/"UIWebview" application with configuration editor

an app (or 2 separate app projects) with a "webviewer" for (minimum) Android AND iOS

The app starts with a splashscreen image with fade-in fade out (customizable -see below).

If there's an internet connection it tries to open a specified website (customizable - see below) or, if offline, a predefined (customizable) page with basic informations (company name, address, telephone, email, other text, logo image) and button to load a generated vcf file to easily add in the contacts of the phone.

The menu of the app should gives the ability to switch from the online webview to the (the only choice if offline) information tab and to change the language (hidden if only one language is available).

The app(s) must have a configuration tool (in java? usable on ms windows) to easily configure/change, without android studio or x-code or , the assets (splash image, contacts images, logo, etc), texts (ex. main website url, contact address, name, email ), the supported languages (add, remove, edit languages).

The configuration tool can be avoided if you have a solution to easily pack/unpack and modify the assets/strings/langs before publishing.

You can use anything, even phonegap, as long as we have the final result.

Source files and final pubblication with our dev accounts (on play store and itunes store) are required.
