Web based HTML file generator

I need a script that will generate an html file based on the jpgs that are uploaded.

I will provide strict html and css rules to generate this file.

Important Elements

1. Header - User can save and load headers - The headers can contain multiple jpgs with different links (loaded from a library of headers sorted by date/name)

2. Body - The user can upload jpgs to build the html. Each jpg will fixed width and height. A Single row can have between

1 and 3 jpgs - depends on how many are uploaded, and they will always be centered. - a warning will show if it row exceeds 845 pixels

3. The document width is 840 pixels

4. When an html is generated, the images will go to a specific place in the server and the path can be easily specified

5. in the HTML, the jpg path must be full path ie : "[url removed, login to view]"

6. Each file can be saved and retrieved from the server for future documents

7. Some rows height can be inputted for larger jpgs, but there will a default value

8. The user should be able to enter text into certain cells rather than using a jpg

9. each jpg should have an alt tag

10. different footers can be loaded from the library (sorted by date/name)

11. naming convention for the jpgs should be [url removed, login to view], YYMMDDTitle2.jpg...
