Simple internal twillio based sms survey app

Basically what I need is something created that I can access to send out 10-20 sms poll messages a day. Users will all get same message and respond with digit between 1 and 10. They will receive response back based on the number range they respond with. I'd like to replies to be captured in a way which I can see an ultra simple visual of the overall results. I'll also need to see a list of all individual responses so certain ones can be addressed.
I know for the right person this is simple. Worst case I will just message by message 10 people per day using twillio interface and then every once in a while export a csv and create a chart BUT I'm hoping you can help me with avoiding this repetitive task.
I've put credit in twillio and I can get a node plan / hosting as needed to complete the task. I need this done within 24 hours.
