Bugs Fixing at Existing PHP/MYSQL website

We have an existing PHP/MYSQL site where several bugs and functions have to be corrected.
Bugs are like:
Newsletter management system is not working -Not able to send newseletters properly, images not showing on newsletters etc
Banner management system is not working -Not able to upload banners at various sections on site.
News section on homepage is not working properly
Problem is jobs section - deleting jobs problem
Site design adjustment and browser computability check
These are the major things that you will have to check and all other sections too in admin area and correct if anything is not working so that site can work 100% bug free.
Basically site was uploaded but seems like old developer didn't configured everything properly, like setting folder permission's, coding bugs etc so there are many things not working properly.
Also please note its a custom coded website.
My budget for this is $175 and want this to be done in 2-3 days maximum so please keep this in mind before you bid.
I know that any good PHP developer can easily complete it in 2-3 days.
