Joomla/AcyMailing-Plugin-customized front end with additonal access level verifications

We have purchased the Enterprise edition of AcyMailing is a GPL application for Joomla to deliver a newsletter and auto responder application from the back end. The AcyMailing application enterprise edition has a front end application where a user can administer a list and newsletter from the front end with access control permissions. I am looking for an experienced programmer/team to expand the front end application to allow individuals to have their own newsletter service and reporting from the front end. It will include additional development for the front-end user interface to allow individuals to create their own lists and newsletters that they have access to and allow them to add and manage their own templates with controlled access rights, front-end list management, and a customized view to manage users and import templates. As they build their own lists (by inviting their databases to register for their newsletter list, it also builds a master list that the administrator has access to from the Acymailing application. The successful bidder should review the attached document for greater details.
