New design theme for phpvalley micro-job script

I have open source micro job script from [url removed, login to view] ... I want to redesign the overall look, layout and add some additional features and modules. Due to budget restraints for this project, I want to break this project into phases.

Phase 1 i am looking to have a new site-wide layout redesign which will include admin area.

Phase 2 will include work on the admin panel, my additional added features and modules which will require php, ajax, html and mysql.

Phase 3 will include a unique look and feel for the entire site script to work with all the new features and modules added.

Phase 4 will finalize the project as I will need someone to go through the script and make everything secure from hackers and security of database to protect the users info.

I require every phase of work to be completed SEO friendly with the newest standards.

as my new additions and modules for this script are unique to any other micro job script, I will require anyone I hire for work on this script to be willing to sign a NDA form to protect my ideas. If you are not willing to sign a NDA then please do not submit a bid for the work.

This is a great fully functional script already. I just want to make it better. I know Html, CSS and some php myself, I just don't have all the time to dedicate to this project at this time so I;m looking for some help to accomplish this at the cheapest level as possible without jeopardizing quality.

NOTE: The current project you are bidding on right now is for PHASE 1 only which is the site-wide page layout redesign which also includes admin area.

I want the new layout of my script to have the same layout as the user layouts on [url removed, login to view] . So you will be redesigning the user layout pages of my script to match the user layout pages of Fiverr.com. Then, the non-user pages will need redesigned custom of my own layout.
