Custom MP3 Player

I want a "standard" MP# player app with a couple of modifications. 1. The player will only play special "encoded" mp3 files. These files have been converted or encoded mp3 files. The files will not be able to be played in a regular mp3 player, only my custom one. The decoder will be embedded in the player and a separate app to encode the original mp3 2. The player should have a dropdown panel that is used to navigate the hard drive in order to locate the subdirectory that contains the encoded mp3 files. The subdirectory tree will actually define "playlists." IE: There will be an application data "root" dir that contains all mp3s, subdirs under the rook will contain "links" to the files in the root. When someone navigates to a subdir (playlist) then the app will load a list of all the mp3s referred to into the player queue and start playing them. When the user stops the playback the app will record the position of the file with a "bookmark" and store that info somewhere so that the next time that subdir is opened the user has an option of starting at the bookmark or starting over at the beginning. Many more features planned for future versions.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

## Platform

The development environment should be Clarion ([url removed, login to view]) or Revolution ([url removed, login to view]) My preference would be Clarion but Revolution would be less expensive and easier to pickup and has a sample app the would give the developer a big head start. I might be willing to buy the development environment as part of the deal.
