Bot That Fills Out Forms On A Site

I need a bot built, below is the functions I need it to perform in order.
1. Connect To A Proxy
2. Confirm That The IP Has Changed To A US IP (the proxy uses static IPs and the bot will need to input a different port each time it does this process, I can input a list of ports into the bot daily or as necessary)
3. Go To A URL (this URL will be different each time the bot performs this action, I can input a list or URLs into the bot daily, or as necessary) And Wait For The Site To Fully Load (when using the proxy the site loads slow, usually less than 30 seconds, so maybe a timer can be put on the bot before it performs any actions)
4. Once Fully Loaded Input An Email Address On A Single Form Fill And Submit
5. Have The Bot Sit On The Page That Comes Up After The Form Is Submitted Until It Fully Loads (usually less than 30 seconds)
Note - Occasionally, depending on the proxy connection, the bot might need to refresh the page for the form to go through as it can time out, so if the bot can have something built into it that makes the bot hit refresh on the page until it reaches a set URL goal (and if it fails after like 3 times of trying to refresh the bot just quits and resets as if it worked).
Then repeat the process again. I need it to do this every hour, about 3-4 times an hour.
