build me a website/application that can handle prepaid recharges for indian operator

we are an organization with around 1500 employees. we recently rolled out a scheme to give free recharges to our employee but now the hassle of handling monthly recharges is on us for which currently we are doing a manual process, which is tedious. so I need a website/app that can provide me a schedule automatic prepaid recharge for Indian telecom service provider.

I can provide the data in excel of all 1500 employee with there phone number and recharge amount. In India we have monthly / quarterly plans so for some cases I will need a schedule on monthly basis and for other quarterly, it should be flexible enough in scheduling.

there are many services which provide the API for recharges so we can use them. Also, I will need reports based on recharges, with a prior notification of the total cost of recharges that are scheduled for the next 7 days. This application would be handled by only one user so there is no need for high security and login system. The schedule is the priority and also no mobile number should be out of service due to untimely payment. a number dead for 1 min could cost us a huge amount so the application need to be full proof.

To give you a rough idea this is somewhat like AutoPay in paytm/jio but for prepaid users. with a robust schedule.
