Build me a website program for calculation and scoring

We run a small fantasy league amongst company heads, for IPL, we require a website which only allows you to fill the front end form with user code. The database should capture their favourite team, their prediction for the daily matches and then give points accordingly.

1) choose team 15 mins before start of match. Eg: if match starts at 4 choose team by 3:45

2) if your chosen team wins you get 4 points, if you dont choose a team you get -2 points

3) if your team wins IPL you get +8 points

4) if match ties, then all those who have chosen teams get +2 points

5) if your pre-chosen team is playing then you have to choose that team by default, but you have to write on the group as per point (1)

if you don't select a team you get -2

If you lose after selecting the team 0
