Expert with BSE/NSE (share market) data API medification needed

THIS PROJECT IS ONLY FOR THOSE WHO HAVE PRIOR WORKING EXPERIENCE IN BSE/NSE STOCK MARKET API
I need one expert who can develop a software where I can see live feeds of BSE/NSE stock market rates (WITHOUT ANY DELAY). I know yahoo api is there to give the data but is is giving data late and I need live data in fraction of seconds.
Also I need data along with graphs, history, comparison, daily purchase, daily work in one software.
I need a software where I can set some formula and it will show me some notification of pop up as soon as formula based value is achieved in software.
For example:-
I set a formula that
If Share price of ABC Brand goes up and reach at 200% upper value then it will give me a notification or pop up on screen and I will be able to track the data like history, graphs, details, up-down etc all.
Right now I have to see the price of all items and I am not aware about the instant rise/drop of price in one Share and I will need a solution for that which will give me instant notification/pop up if a share's price dropped/rise instantly with my set formula.
Let me know if you can do this.
I am okay with web or desktop based solution as My main target is to achieve the requirement.
