Website href lang settings: put them correctly

We have two webshops with same language and content, but for two countries. .be and .nl.
The belgium version is not working right in google. And we see google webmastertools isn't finding the href lang tags. So we think something is wrong with the href lang or canonical tags. We like someone to check and give us the right answer for this.
Please do not reply if you have never done this. Guesses aren't enough. If you know exactly why and you can state this with sources on internet you can get the job. I think one hour analysing is enough for someone who knows what he's doing.
