Wordpress Plugin Development for Airline Service

I need a WordPress plugin that can determine the cost of a flight based on distance between airports and then allow the user to pay for the flight via PayPal integration.
The plugin must operate as follows:
Step 1: Determine the distance between two airports that the user inputs just like this site does: [login to view URL]
This can be done by using the free global airports database to determine the longitude and latitude of the airports that the user inputs:

Using this longitude and latitude, the distance between the airports can be determined using some geo-informatics code such as this one:

Step 2: The plugin must then multiply this distance by a factor. This factor should be editable in the WordPress Dashboard via the plugin's settings. The client accessing the site must be able to adjust this number as a percentage from 0 to 100%. The default setting should be 100%.
Step 3: The new number must then be multiplied by another factor, also editable in the WordPress Dashboard.
Step 4: This final number will be a price which the client must be able to pay via PayPal.
Step 5: The client must be emailed an invoice of their purchase if successful.
The client must have the option of registering an account. If the client registers an account the plugin must keep a record of the lifetime purchases of the client. The client, at any time, must be able to input their email address and get a print-out of their lifetime purchases.
The plugin must be responsive on the website so that it changes size based on the user's device (mobile phone, computer, tablet).
