Very simple animation - open to bidding

I need to create an output example for a client. Unfortunately my computer isn't powerful enough to run After Effects or Premier... That being said, the project is very easy. I have three layers
Layer 1. A still PNG to act as a Frame
Layer 2. Confetti, I have a MORGT file which contain the confetti animation I wish to use. The colours need changing to white and RGB 0/93/170. The file contains confetti shooting out from various positions, I just want it slowly dropping from top of the screen and it must last the same length as layer 3.
Layer 3 is a boomerang video.
The job is to simply layer these files and change the colour of the confetti, please send 1080p at a 16:9 resolution.
I will send files after price is accepted.
