ROR Developer to finish a site - repost

I need someone to finish a ROR site. For this project, I need an INDIVIDUAL FREELANCER -- agencies need not apply.

Initial tasks for this website will be to put content to some of the tabs and links, while the rest of the tabs/links with no content YET will have to be directed to a link which be provided. The site needs to be made live by Monday with 2 main tabs (CTP Greenslip, Car Insurance), together with About Us, Contact Us, Terms of Use, Privacy Policy, and Financial Services Guide, while the rest of the links will be redirected somewhere.

The website also obviously needs tweaking, need you to make it better, fix up the social media tabs, it doesn't look professionally done at the moment. If you can fix up the drop down tabs, and anything else you can do to make the site better, would be great.

If you are proactive and can suggest things to me based on what your professional opinion is good, and what works, then you are definitely the person I am looking for. I don't need a person who'll constantly need to be told what to do. You are the expert, take charge of the site, and tell me what you think should be done, I will consider it, and you execute it. I need someone who is available on set times of day so I don't have to wonder where you are and how to reach you. You need to be a good communicator who will be available on skype on agreed hours.

I need someone honest, and if you promise on a set schedule, you have to be there on those hours and not working on 20 other projects for other people.
