25-35 second Animation video

We are looking to have a 25-35 second animation video done. It's 2D animation to be played on a smart phone. Animation is of a face, coming on the screen, with lip movement. It is a simulation of an app that is being developed. Idea is as below -
1. The "avatar" (2D animation) will be speaking to the person watching the video
2. There will be a pre-defined 2 way script. The "Avatar" will have it's part of script, which will be "spoken" (thus the lip movement then) and then the avatar will remain "silent", as if listening to the response from the viewer
3. The person watching the video will also have a pre-defined script and he/ she will speak. During this period though the video will run, but there will be silence, as if "avatar" is listening
4. The silence has to be timed, such that the person watching the video completes his/ her sentence(s)
5. Then the "avatar" will speak, followed by viewer
5. Script will be provided but will not be longer than a 25-35 second duration, thus the duration of video
6. Below link shows a 3D "avatar", which we will eventually require, but for now need a 2D equivalent of below -
