One Page Website Design for Internet Radio Site

I need a design for a one-page internet radio website. I can provide the logo which should form the basis of the 'look and feel'. The music played is retro, funk, soul, rare groove with a little bit of disco. So the design should reflect this 60's, 70's theme.
Design should integrate the following elements:
Links to launch audio players (Winamp, WMP, Real Player, QT. I will provide code)
A ticker display to show what song/artist is currently playing (i will provide code)
A discussion/comment/Shout Box type of facility
The main part of the page is to be left blank so that I can post facebook-type content
I will provide logo and a website example.
I know this is an easy job for someone with the design / coding skills and understanding of the requirement, so please provide examples from your portfolio so that we can get a good match. My budget is about $60.
