PHP & MySQL DataBase Needed with admin functions

I need a script mkaing that will add car specs to a mysql db and a script to allow admin access to the specs (Add/edit/delete) Also a output system that will be held in the main html site. Display all the makes and models. A search function that will allow users to search by car make and model. And a top 10 system that will display top 10 new specs added to the db and top 10 specs viewed by users.
The specs are currently stored in text files, so maybe a way of importing them into the db also?
This project is a hobby and i do not earn money from it so my budget isnt so high
