We ended up agreeing on payment even though they only finished half of the items on the project and had to do many things ourselves (such as extension installs, database copies, creation of pointers, file transfers, settings configurations). We missed our initial deadline while he chased down issues on what he claimed to be a broken theme (SimpleGreat a themeforest featured theme) on a fresh Magento install (both of which he installed) we then had to wait until the new deadline set by the vendors before repointing the site and so we held off on releasing the payment until we could test the site live as the freelancer had told us in his bid to pay only when 100% tested. When the day of the live site came we realized that the design functions in the Magento install only pointed to the default store config the freelancer requested the files we were pointing to and messaged us back saying it was fixed. Which was not true. I would be wary of working with this freelancer for larger projects.
