The program which limits unnecessary access

Hello. I am Toru (PPI). I want you to make such a program. The program which limits much unnecessary access. My system provide account for user who signup my service. After user signup successfully, User access and login to the server. After login successfully,user can dowmload file(wmv) on the browser. I added module called "mod_limitipconn" and "mod_bwshare" on the server to restrain for stable operation of a server. Therefore, a load average may go to 200 at the maximum. I found that some users are downloading by accessing using the browser only for downloads(FlashGet,Irvine,Ninja,PageDown etc). So I want to refuse access from user who access using the browser only for downloads. For example,if user who who access using it and apache write over 20 errorlog(503) every remote addrees or remote host, Before the software which you developed accesses apache, it is made to want you to refuse connection every remote addrees or remote host. --------------------------------------------------------------------------------------------------- I am sorry.
