Sadly I have to tell that if your audio is as mess up as you said, a great quality can not reached. But I can tell you I can do a much better job than, I will try reduce the wind without losing the voices. I just need you tell me whats more important complete noise reduction or good voice quality.

I'll give this a go, but your audio source really needs to be good for any real editing. recovering bad audio is not always effective. HOWEVER, the wind sound can be reduced, but this will also reduce tonal quality of the audio, I imagine the wind sound is rather dominate so reducing the frequencies it covers will also reduce the clarity of the vocal if it's sitting in the same frequency)
