Estimate the cost of my website (for PaceIndia)(repost)

This is the second posting on this job. I need another two people to estimate the cost to develop the code to a website that I had developed and provide a letter with findings and estimated cost and time that would have been spent developing the site. Thee website is written in PHP, Html, CSS, Using Kohona and Vanilla forum software. I also have around 80 screen shots of the website when it was actually running. I am in the middle of a small claims law suite against an American programmer that I believe mislead me. I paid him to work on this website for almost 680 hours. I have had my brothers (who are programmers) estimate through the code and they feel that they could have completed the website and code that is there within a month working 40 hours a day. I would be interested in your view and estimate. As I look at the website, there was not much that actually worked. The other part of the website would be to estimate how many billable hours would it take to complete the remainder of the website based on what has been provided. If you are interested let me know.
