Part Time ASP/ASP.NET/SQL Server

I need an advanced programmer, and any candidate will have to do well with a technical test I will give him or her. Extensive knowledge in MS SQL is a must (complex stored procs, etc.). *NO companies with "teams of developers" or project managers who can find a programmer. Only developers who will do the work him or herself should bid. *NO Asia or European countries. I need someone near my timezone so I can communicate with them during my work day. I know I will get many people bidding from India even though I expressly say not to. Be assured I will not consider your bid at all. I need someone in Western Hemisphere (who is not in the USA because that would be too expensive). I'm looking to pay anywhere from $20-30/hr depending on skill level.
