Project Management system with pdf

Hi, Can you design a simple project management system with the following features: 1. Projects added online by customers by filling in a simple on-line form 2. Projects to be approved manually by staff 3. Once aproved - automatic email sent to selected suppliers 4. Suppliers reply to the email and send attachment 5. This supplier email must be automatically matched against the project and the attached file must be collected automatically. 6. When all suppliers send the requested files for any particular project, after reviewing a pdf file is created using the files sent by suppliers + some standard deviders. 7. The backend must allow for the back office to upload some files (instead of suppliers) - or remove them 8. Projects will have several searchable fields and we must be able to sort/find projects by those fields, and update them.
