Flash AS3 CS4/PHP/MYSQL Image Board, with image cropping and Image resize and save to backend DB in BLOB form(repost)

Develop a Flash Application, which will allow a user to upload images to a "Bulletin Board" or a "Peg Board". On the board or wall, the user will have the ability to move the images around, add annotations to the images (50 Characters), add a title (25 Char), have the ability to crop the image, (Cutout a section), rotate the image. The images will be resized at the time of upload, to a system max size width X height, and the images will be stored in BLOB form in a backend MySQL DB, you can use PHP to link between Flash and MySQL. A side bar will list the images in the order that they are stacked. The user will have the ability to move the images in front of each other and reorganizes the stack. A delete function is also needed. The upload function should support standard image formats. BMP, jpg, gif, png. The Upload function should resize and convert to jpg for storage. A catalogue is needed on a second tab of the Flash app, it will have a list of images that users can pick to add to their Bulletin Board. This can be a simple Image photo Album, with images that have a title. The images for the catalogue will be stored in the backend DB.
