I am not sure if bluetooth is an utmost requirement because its better to use WiFi so that you could connect to the monitor the sensors from distant end over internet as well. My bid includes, discussing about the project in details, then designing the schematic with best suitable components, then making the PCB layout so that you could build the product at your end for testing and then development of firmware to send those data to phone or web (if available or willing to do it to gather the data and save it to web database).
