I need a Freelancer developer

Hello. I'm starting a education project with my associated where we want to have a tool for online individual classes. The main idea of our platform is a place where students can ask for classes 24h/7 and teachers will be notified and they can accept the class (like a uber). They both are but together in a video conference in our app and they do the live class. After the calss is finishid we will charge the student according to the minutes that he used the app. In resume: teachers can sign up and choose what classes they are able to teach, students sig up and chosse what class he wants to have. They both are connect in a video call that after it's done the student pays according to the time. He can be charged with his credit card after use, or charge his account with bill of pay. Baisc information: We are from Brazil and we will only have brazilian teachers and student, so we will use brazilian payment methods and the tool will be in portuguese. We are'nt sure yet if we need to start with a app or website, it depends on the price of development! In the future for sure we want to have the cross of both!
