I can help you in any manner and install PH7CMS into your local system and you can access PH7CMS database in XAMPP instead of DREAMWEAVER because its a text editor which is used to connect with database using coding so there is no pre-defined USER INTERFACE in DW. Hope you understand what I explained above as you want to install ready made CMS so you need to just open up the file into dreamweaver to reflect the changes on browser or site.
