Need my Website Tempalte Converted into a Website

I need someone to convert my template (attached) into a full functioning website. I need it compatible with all devices, with parallex effect, and a blog (for future SEO). I want to be able to edit the website in the future, such as add a listing, or add a new posting in a blog, or edit a few things on the website. I need to be able to edit it. My templates are ready. My domain name is ready. I need Someone who is also familiar with real estate websites and MLS RECIPROCITY, for my website in the West Coast of Canada. I also need someone who knows how to apply MLS RECIPROCITY to my website fro West Coast Canada. There are still a few symbols and Icons missing from the website that I need made.
