Build a Mobile Website where Users Bid on Projects

Need a website designed for mobile platforms that allow users to post projects that need done and other people to bid on those projects. This website already exists and is 95% done, but the previous development team lost their main developer and can not finish the project and will not release the code, instead saying "they're working on it" for the past few months but nothing is being done. I need someone that can look at the existing site and make a copy. I own the website, the previous development team has been paid, but they don't want to quit because they do not want to offer a refund or be sued. Here are some of the main features of the website: 1) users can post projects that bidders can bid on. They can also attach photos to the projects to show those bidding what it should look like 2) the bidders can post messages, post a price, and change their price if they need to 3) Payment is done using Paypal 4) After project is done, the bidder uploads several photos. Photo uploading needs to work on iOS and Android platforms 5) if there is a problem, there is a dispute resolution process that allows the two parties to discuss for a set time period before refund is issued 6) User reviews photos and marks job as complete 7) Bidder then submits jobs to Admin for payment 8) Admin can send payments to each user using a normal Paypal shopping cart button 9) Bidders have profile pages with "hire me" buttons if someone wants to hire them directly for a project 10) Bidders can apply to be members of the website and must be approved by admin 11) Admin should be able to see everything, including all comments, all projects, all new users, and everyone that applied 12) There is an old website with existing users in a MySQL database that you will need to copy everyone over from. THIS IS A LONG TERM PROJECT. I only want people that can be around for years and continue to get paid from this by adding additional features in the future.
