Update existing Magento site to responsive and contemporary design/style

We have a Magento webshop made a few years ago, and the coding was done before responsive (mobile friendly) sites became the industry standard, so when we finally finished the site it was out-of-date. Hence it was never launched. The site is bilingual, and all menus and most system dialogs are corrected due to very bad Norwegian language files available for Magento at the time. Hence, parts of the site are hard coded. We need to update the website with a contemporary style and design, but leave it functionally the same as it is now.
