Tracking iPhone Application

Firstly we are a design agency so we will provide all the design and layout in PSD layered format so no design is required. We are looking for a tracking application that can pick up the signal from a 3G signal. In essence the application would work similar to that of "Find Friends". The screens will be as follows : 1. Splash screen which will show for 5 seconds before loading the application 2. Devices : if you have no devices you will need to register the device using the IEMI number or similar 2. Devices : show a list of "devices" with a green / red icon to show whether or not its tracking and last time (days, hours, minutes) it was tracked 3. Track : you can tap a devices and it will bring up maps and shows the devices location. The map you must have the ability to zoom Optional : we are not sure if this is possible but as an option we would like the ability to send a message. You would tap the devices and click "Message". The message is predefined but it would display on all Bluetooth mobile phones within the close vicinity of the tracking device. The application will additional be for iPhone but we would later want it for the Andriod market. The application will be launched via our own app developer account and you must release all source code and copyright upon completing the project.
