Cell phone video clip e-commerce Website / WAP system

I'm looking for someone to design a front end high impact e-commerce website that will facilitate the selling of video download clips to Cell phones via WAP. This will be done by a client visiting the site, selecting an item, proceeding through a 3rd party e-commerce payment system and then a video file being send to a selected 3rd party cell phone from our server via WAP-push. This site needs to have a secure method of ensuring files can only be downloaded to specific phones that have paid for the service. The website needs to have back a office facility enabling us to ad to the video library on a continuous basis. Bidders: I need to see examples of your previous work
