Overflow problem horizontal scroller showing in ie7 and 8

The footer design looks perfect in ie6, ie9, ff, chrome. I have the meat on my site set to force ie8 to display like ie7 so I guess the issue is really with ie7. I am getting this vertical scroller. the simple tricks like body {margin-top: 0px; overflow-x: hidden; overflow-y: auto;} dont work...solution coudl be javascript, css or even jquery if needed. This project is urgent and I need a resolution today. Please do not bid unless you are certain you can solve this issue today for me.
