Using Git/Gulp to Compile .LESS files to CSS files

I have a website that was built using "[login to view URL]". The CSS file is generated by compiling the LESS files. I have Windows 8.1 and I need someone to teach me how to compile LESS files. I've heard that I was supposed to use Git, Gulp, and Bower, but I'm not sure.
