Link building

This is for 100 reciprocal links for a lawyer's website. My budget for 100 theme orineted links before 31st August is $200. Please note that this is an ongiong project for minimum 3 months (100 links per month). Following is the requirement from all the links - 1. Links are acquired from the theme related websites / industry. 2. Page rank of the page, on which our link exists should have a PR of 3+ (fewer links on the page, if PR is 3) 3. Page on which our link exists should be indexable by search engines. 4. Our link should be crawlable. 5. Link should not be more than 3 clicks away from home page of the linking site. 6. Visitors can find our link from home page (should not be invisible or hidden link). 7. Links should not be placed on guestbooks, FFAs, or non related pages. Instead it should exist on theme related pages. Payments will be released only after checking all the links, as te list of incoming links wil be provided toi understand that the project is completed. Regular reports are also expected. Payment through Paypal / GAF on complettion of the project. Please understand that this could lead to a long term relation, if the work is appreciable.
