Search by CITY script

Need a search script for a web site that allows a visitor to input a CITY name and receive a list of results based on surrounding cities. Your script will have to generate a list of cities that we can then check against our database of registered members. Site visitors can modify their "search radius" from 20 miles to 100 miles of city. A similiar search feature can be found on roommates.com. I can either purchase the database that you will need or you can supply it for this project. I would like to have the company's name that supplies the database so that I can update it on an annual basis. If a free database is available that would be even better! :-)
