Custom Video editing app for Mac that will automate one task.

I’m trying to find out if it’s possible or cost effective to create a app that will take a previously recorded video and process the video to remove all frames with solid black in the frame. I use a microscope to weld with a laser and the camera and my eyes are protected with a Automatically closing shutter that protects my eyes and the camera from any laser light that may reflect back up into the binoculars. The moment that the shutter is closed the camera records a black screen due to the closed shutter. The shutter is only closed for a fraction of a second but repeatably hundreds of times within a minute or so. I want the app to be able to “cut”out these black frames without any input from myself. Is this possible? Would it be cost effective? Current I’m recording in QuickTime so that format will have to be used and saved after the editing. This pricing is just to open a dialogue with you to entertain bids if the project is possible.
