I have AR9342 router WI-FI PCB design experience, also have GPS PCB design experience, I can use various kinds fo ECAD tools to do the PCB design.

If you want Arduino then is the the ubo (8bit) or mega (ARM)? Have already made similar boards based on ARM and smaller based on ATMega328.

For PCB layout designing, I'm using CadSoft Eagle and I have done many PCB layout designing in CadSoft Eagle. I can create the PCB layout for your requirement and I'll provide you the gerber files so you can give those gerber files for manufacturing. If you wish, I can show you some of the PCB layout I did.
