Build me an App: face tracking, add own PNG photo SD folder over tracked face

need an App made, to facilitate my animation work. It needs to track my face, (from video file or camera) ideally by being able to chose tracking points, (like black dots on my face), then want to be able to put a PNG image on top.. then export the video. Png will occupy entire screen and it will have green fill around it (greenscreen). All we will see from video is eyes, and mouth. This is for 2D .. i dont need it to be 3D. Just rotation, left, right, up, down tracking.
