mobile client server application

I wish to get a mobile client server application to be developed which should run on GPRS enabled handsets. The application will have following functionality: 1. Client Application: to be installed on mobile: A regular frequency the application will upload cellid of its nearest Cell Tower. 2. Server Application: To be installed on Server, it will decode the CellID and find out the latitude and longitude of the tower and return the same. Then on the google maps plot these latitude and longitude at the run time. Refresh the map after every defined frequency. Please let me know if you would need anything else. Note - The application will be focused to low end devices only. The low end device range which I am targeting is in between of Rs. 2000 - Rs. 3000. Thanks
