research for mobile money wallet

I want a research for mobile wallet money. the wallet to use blockchain which means forking new currency that has the same value of my local currency. the currency to be created based on local banks assets no need for mining. the wallet to be topped up by banks ATMs or windows and also pos terminals ( using devices similar to credit cards ) also vouchers cards. the withdrawal can be done in same manner as top ups. customers can transfer money between them. payment can be done in pos terminals with nfc or qr. biometrics authentication or pin codes can be used to confirm a transaction.
