Your software can be done, but it needs 2 separate apps, one running on Windows, and an app that runs on an Android phone (or an emulator) to check if the numbers has WhatsApp/Viber...etc. These two apps then will communicate between them (via cable or wifi/internet as you wish) and do the job accordingly. If someone tells you he can do it without that then he's lying just to get money (or don't know what he is doing and he is blindly bidding), because there is no other way to check if a number is a registered WhatsApp, Viber or Imo number. I can do you the two apps for $1.2k and in less than a week. I can guarantee you it will be professionally done: bug free, meets all requirements and as fast as it is possible for it to run. I will also provide full source code so you can recruit other developers if needed to do future additions or modifications. Project main purpose , is to create a software on Windows to check certain List of Phone numbers (Huge list up to 100k) if they do exists in Whatsapp , viber ,Imo , and if they do exists what needed is to export numbers with export buttom as CSV or excel file . for more Details : let me present here an example : in Android phones , we can import contact number to the contact list and then when refreshing it will shows us whether the number is on WHatsapp or not , same way i need to be done but on Windows , and with huge contact list to imports more than 100,000 numbers and also the ability to filter those numbers that shows social media and export them to CSV or Excel file .

Hello Sir, I checked your requirements and observed 2 challenges. First is the parsing of big data and filtering bases on presence identification. Next is presence identification itself. Both r doable Relevant Skills and Experience Data processing will require handling of standard data structures like list or maps. Presence identification will require multithreading and RestApi for presence. Java is best suitable.
