I am looking to hire a programmer or team of programmers with experience in WebDav, C# 2.0, VB.NET 2.0, or any other means to sync Public Contacts in Outlook, specifically those held on the Exchange Server itself since this is where the Public Contacts are located. This can be written in VB.NET or C#, but it must be version 2005.
I have hired two programmers already, one had no idea how to interact with the Exchange server, and the second didn't get it working with WebDav. It is preferred that the programmer have access to a domain for testing, but this is not required. The way I have handled this in the past is for the programmer(s) to send me the binaries for testing. The first will just be a listing of all the public contacts to ensure the program is working. After that, every field that's needed will be given to the programmer(s).
The program will be quite basic, with only two functions. One will be to sync the contact information in my MS-Access database with those in Outlook. The second will be to pull all Contacts from Outlook into my database.
This is a little bit urgent so please ask any questions you can think of. I do have the code to pull all regular contacts (in C#) that I've written myself, but I was never able to retrieve the Outlook Public Contacts. Outlook versions 2000, 2002 (XP), and 2003 should be supported.

I have a lot of experience working in a windows envrionment. If I where to get this bid I would use the Microsoft Collaboration Data Objects in order to access the Exchange infrastructure.
One question.
Will this application run natively on Windows XP machine or do you envision this running on many platforms?
