Website Commenting Software

Basically what I want is a membership based site. People will signup and they will provide their website address. Anyone who's account is set as "active" will have their website placed into a pool of websites. And every 2 or 3 days they will receive an email with 2 or 3 websites that they have to comment on. But I want the websites to be rotated so that they don't have to comment on the same websites very often. In addition to this, I would like it so that there is a php based code that they have to place on their website. It'll kinda display something like a webring. << Title of Blog Site >> and the << and >> will also be two different random websites. In the membership area there will need to be a place where the member can place a link where this php code will because. Because I'd like a cronjob to run a script that will check every website daily to make sure the code is on the website. And it would be nice if there was someway to create a report in some type of admin area with statistics of when the code was found on the website and when it wasn't (days). Lastly, I would like it so that each individual has a basic profile page. Name, contact email (I'd wish that they can disable if they want to display this or not), their website, a screen cap, aim, msn, yahoo. I'd also like the ability for people to leave comments, but also the ability for each individual member to be able to delete comments or turn off the ability to have comments. If you can code this with smarty templates, it's very possible that later down the road I'll have another job for you to integrate this into another website I have that also uses smarty templates.
